Can't select local video or upload a new video

Hi,

I'm trying to have a local video displayed in the background video module but it doesn't list the video I have already uploaded. It also doesn't allow me to upload a new video, it simply looks like it is uploading but it never does.

I can use a Youtube video ok.

I have tried to include an image screenshot but I can't add images here.

Please let me know what we need to do to fix this or if you need details to inspect it yourself I can send them privately.
