Video don´t start and stop where I want to

When I try to start a youtube video always start in the beggining (0:00), it doesn't start in the right place and it stops in the end of the video.
is it broken this feature in the video playlist?

I downloaded the plugins two days ago! I have the option to do so, but it doesn't work.
I tried a few videos without success.

As your problem, pls enter the starting and ending time in format of "17" and "27" instead of "0:17" and "0:27" as you did because the time format is in seconds already. Pls take a try and feedback to me.
