submenu not grouping menu items into correct columns

Hello, I am having an issue organizing my submenu into one row with multiple columns, I've followed the documentation on how to create this layout. However, there are some menu items I want in column two that are in column one and vice versa. How do I choose what specific items go into column one, column two and etc.
