Mega Menu overlap

Hi. I have a need to have 2 separate mega menu bars, one right under the other. The problem I am running into is the top menu bar has submenus and when you hover over a menu item the submenu appears UNDER the bottom menu bar, instead of over it. This is especially troubling because you can't select a submenu item from the top menu bar. I tried adding a z-depth to both modules to achieve the result I want but it didn't help. Any ideas how I can make this work?

PS. the reason I need two menus is because some pages will not contain both menus, so I need to keep them separate.

when you install two menus on a site, you have to change Config "Module ID" (Tab advanced).
