Embed CSS Code to Change Color

Hello.. I want to change text color in Position: footer-3 [ Style: T3Xhtml outline]? It's simple for the other footer text, but I can't figure out if I'm suppose to create css code via template or? Where can I find the location for custom CSS code? Thanks

Hello.. it's fine.. I figured it out.. just embedded code in same place as the text. Didn't have to find custom css code.
