installed JUX Weather 2 errors

I purchased and installed JUX Weather today.
But there are 2 errors.
1. I need to switch to Chinese, but there are garbled characters in both the front and backend, and there is no way to display it properly.
2. There is no way to display this module in IE browser(IE is the latest version).
